從大巴黎都會區公共運輸發展經驗看臺北都會區發展願景

摘要
大巴黎都會區公共運輸發展已逾百年，運輸多元化、路網長度、搭乘旅客數皆是世界頂
尖水準，更是新興城市發展公共運輸的參考典範。儘管歷經百年發展，大巴黎都會區公共運
輸使用率近30年已呈現停滯現象，隱含公共運輸發展已遇到瓶頸，無法滿足現今民眾的期
待。因此，近年公共運輸發展計畫除持續提升公共運輸路網完整外，需積極思考服務水準改
善與新型運具提供，吸引潛在的新增旅次。藉由大巴黎都會區的發展經驗，思索臺北都會區
公共運輸的發展藍圖，除持續擴建路網外，更需要發揮創意，結合都市意象、區域文化、跨
運具整合等方向。藉由國際觀點，結合在地思維，建構完善且便利的公共運輸路網，提升民
眾的認同感應是臺北都會區公共運輸發展的當務之急。

A Perspective on Public Transportation Development in Taipei
Based on the Development Experience of Ile-de-France

Abstract
With a public transportation system that has been developed for more than a century, Ile-
de-France not only boasts a diverse range of transportation services, the length of its network,
and ridership volumes all meet world standards. Also, it claims its public transportation system
can provide valuable reference and serve as a model for emerging cities when developing public
transportation. However, over the past 30 years the modal split of public transportation in Ile-de-
France has shown signs of stagnation. This implys that the development of public transportation
has encountered a bottleneck and cannot meet the expectations of the majority of the public. As a
result, in addition to the enhancement of a comprehensive network, the authority has been actively
improving service quality and providing new transportation options to increase the ridership of
public transportation.
Learning from the development experience of the Ile-de-France, Taipei City Department of
Rapid Transit Systems (DORTS) has been thinking over the blueprint of public transportation
development in the Taipei metropolis. In addition to a continual expansion of the public
transportation network, DORTS needs to be more creative by combining urban images with
regional culture and integrating with other transportation modes. Constructing a comprehensive and
convenient public transportation network through an international perspective and local thinking
to enhance the public’s sense of identification is the top priority for the development of public
transportation in the Taipei metropolitan.
