Abstract
The project of Taipei MRT “Three Rings & Three Lines” is basically based on the
planned Taipei MRT network, coupled with the Danshui LRT extension that is being planned
by the Bureau of High Speed Rail under the Ministry of Transportation and Communications,
as well as the Taoyuan Aerotropolis MRT line. The project is being implemented by Taipei
City Department of Rapid Transit Systems (DORTS) and relevant government agencies.
Although the new routes may be given different names, the route planning concepts being
used by Taipei City and New Taipei City governments are consistent with each other.
In regard to the strategies for implementing subsequent routes, demands from the
public are always the top priority when it comes to planning MRT routes. As transportation
behaviors occur beyond the limits of administrative districts, the plan is for the MRT’s
routes to be built in the Greater Taipei area covering Taipei City and New Taipei City. With
the Taipei MRT “Three Rings & Three Lines” having been included in the original planned
Taipei MRT network, close cooperation between the two cities is expected to expedite an
efficient implementation of the project, and the goal of creating twin golden cities will be
achieved in the near future.
A team from DORTS: Yu Yu-lan, reviewer and contributer; Hsieh Chuan-ru,
photographer; and Jan Shu-ling conducted an interview with DORTS’ Chief Secretary Chang
Tzer-hsiung who gave a clear statement of the aforesaid concepts from his personal point of
view. The contents of the interview are as follows.
Keywords: Three Rings & Three Lines, Tax Increment Financing(TIF), Transit Oriented
Development(TOD), diversity, density, distance
