Abstract
Significant negative impacts on the environment brought about by the MRT are noise
and vibration. As the occurrence of noise lasts from the beginning of construction right
through system operation, it has become the number one public concern. If there are no
comprehensive plans for noise prevention in the planning stage, extra cost and effort will be
needed for remedies later on during operation.
In Taiwan, environmental protection against noise is stipulated in three regulations:
“Noise Control Act,” “Environmental Noise Volume Standards,” and “Land Transportation
System Noise Control Standards.” The Noise Control Act aims to improve the quality of
life by safeguarding people's health and environmental serenity; Article 10 and 11 of the
Environmental Noise Volume Standards lay out noise control standards and improvement
standards for the MRT system; the Land Transportation System Noise Control Standards
enacted on January 21, 2010 lay out traffic noise examination regulations and traffi c noise
control standards.
During the design stage, detailed design consultants conducted analyses and reviews
of the potential effects on each building along the Circular line Phase I based on bridge
structures, geometric alignment, basic train data, plus noise and vibration estimation survey
data. Then, to ensure that the system complies with the noise control standards during
operation, a decision whether to install acoustic barriers and apply sound absorbing material
will depend on future noise levels.
