The Implemental Form and Results Of
Value Engineering in Taiwan

Abstract
Value Engineering (VE) is an efficient management technique. It’s potential and efficiency was
proved by its application during construction by DORTS in recent years. VE techniques have not
only ensured excellent construction quality but have also cut down large amounts of construction
cost & time for DORTS. Furthermore, its successful experience has been adapted by for use by
government, consultant companies and other industries. The efficiencies gained show the way to
success.
The direct beneficiaries of using VE are the organizations that apply this technique to its
projects. The impact of using this could be, a reduction in budget, shortened construction time, and
improved efficiency. Through the use of this technique, the work of staff could also show an
improvement in quality, accountability, excellence, and concepts of cost efficiency.
Organizations and individuals that are directly involved in VE will also benefit from its
detailed planning, analysis & design of the whole process of a project. It not only improves but
shifts individual capabilities in regard to problem solving and work efficiency, giving mutual
benefit to both parties.
After the turn of the Millennium, rapid changes in have occurred in Taiwan’s economy,
environment and society. These changes will all impact and challenge government, industry and
each individual. The book “Blue Ocean Strategy” indicates how to jump ahead of the competition
and create a successful future. At the beginning of the 21st century we are facing the challenge of
global completion, VE is one of the best solutions to create “Blue Ocean” opportunities.
