                                  香港辦理以大眾運輸導向之開發與

                            我國辦理臺北都會區捷運土地開發之探討

                                                          摘要
                 TOD模式是捷運建設開發規劃的理念趨勢,沿著捷運廊道進行高密度的土地開發,配
            合其他大眾運輸工具和行人網路,大幅度提昇民眾搭乘大眾運輸工具,減少私人運具旅次。
            TOD開發模式充分利用捷運站的經濟優勢,主張土地的高密度、多樣性利用,以此促成城市
            捷運建設和沿線土地開發利用形成相輔相成的互動關係。捷運建設一方面刺激沿線土地的開
            發,捷運站與周邊服務設施的結合帶來大量的穩定客源,增加了商業機會,引發了土地的增
            值;另一方面土地結構的改變又會增大了捷運的使用需求,形成互利的良性循環。
                 香港地鐵的發展是典型大眾運輸導向社區開發模式,港鐵提供都市便捷的交通,並帶動
            都市發展的軸向。同時透過車站與物業的綜合規劃設計,將人們生活中食、衣、住、行、工
            作與娛樂結合於一,成為綜合性社區。港鐵公司經由30年成功的「鐵路與物業綜合發展經
            營」運作模式,由早期的觀塘線、荃灣線、港島線物業發展收益可支付興建港鐵經費15%到
            機場快線時可挹注83%,改善整個鐵路投資的投資報酬率,使得港鐵公司成為全球鐵路交通
            運輸唯一賺錢的公司。

               A Study of Transit-Oriented Development in Hong Kong vs.
                        Land Development in Taipei Metropolitan Area

                                                       Abstract
                 Transit-oriented development (TOD) is the planning concept trend for the Taipei MRT integrated
            development program. Based on the spirit of TOD, high-density land development is implemented along
            MRT network corridors coupled with other forms of public transportation and foot traffic to increase
            public transportation use and reduce private vehicle use. According to the spirit of TOD, economic
            advantages created by MRT stations will be fully used to carry out high-density and diverse land use,
            boosting the interactive relationship between urban MRT construction and adjacent land use. On one
            hand, the MRT stimulates integrated development of the land along the routes and boosts business
            opportunities for the facilities around MRT stations and appreciation of land prices. On the other hand,
            land use changes have increased demand for MRT services, forming a mutually beneficial cycle.
                 The development of the Hong Kong Mass Transit Railway (MTR) is a typical example of applying
            TOD to community development. The MTR provides convenient public transportation and boosts urban
            development. Through planning and design, stations and their neighboring properties have been integrated
            into a comprehensive community combining the functionality of housing, shopping, transportation,
            job opportunities, and entertainment into a single whole. Based on 30 years of successful experience of
            “railway and property development management,” MTR Corporation Ltd. could afford to cover 15% of the
            construction cost from property development profits from the early Kwun Tong Line, Tsuen Wan Line, and
            Island Line, and 83% of the Airport Express Line. The increased return on investment of the MTR has made
            MTR Corporation Ltd. become the one and only profitable railway transportation corporation in the world.
