                                                        摘 要


                     因應交通部於99年7月修定之『大眾捷運系統履勘作業要點』,要求國內未來捷
                運系統工程,於通車前須提出工程驗證與認證報告,為順應都會區的交通建設運量的
                大眾需求以及市場之趨勢,捷運工程將由高運量捷運系統工程,逐漸步入以中運量為
                主之需求,歷經98年7月文湖線通車過程,在機電系統工程的艱苦遭遇,雖在捷運團

                隊的努力下,順利的通過考驗,為記取教訓應劍及履及的加強思考深度,並使目前本
                局的系統工程能更充分發揮長處,本文僅就未來愈趨複雜的機電系統工程驗證與認證
                作業依現況作探討,而獨立與客觀性之驗證與認證機制,將為是否能達成捷運系統工
                程建設安全無虞,掌握機電系統工程各項危害風險趨勢,以保障都會區大眾捷運乘客
                安全的關鍵課題。

                    Enhancement of Quality & Risk Management for the Taipei
                         MRT -A Study of Verification & Validation System

                                                       Abstract
                    According to the new ”Regulations for Mass Rapid Transit Systems Inspection,”
                amended in July 2010, verification & validation reports of each line should be submitted
                prior to commercial service. To comply with transportation volume demand and market
                tendencies, a medium capacity system has become more adoptable than a high capacity
                system. Despite system malfunctions and irregularities during the month of July 2009,
                with the efforts of construction crews, the Wenhu line eventually passed the trial. However,
                construction teams learned valuable lessons from the experience and realized they needed to
                think over matters deeply.
                    Based on the current situation, this article discusses the verification and validation
                operations of the electrical and mechanical (E&M) systems that will be increasingly
                complex in the future. A dependent and objective verification and validation mechanism has
                become a critical issue for guaranteeing the quality of MRT construction and controlling
                various risk tendencies of E&M systems so as to ensure MRT safety.
