臺北捷運水環工程風險管理

摘 要
臺北捷運工程主體的建造涉及土建、水電、環控及各機電標等,其中水電、環
控工程與其他界面標之整合及其後續系統測試複雜性係當前捷運工程所面臨的最重要
課題,因水電、環控工程主要係提供旅客一個安全、舒適之捷運車站。水電、環控工
程之管線、設備在安裝、測試或試運轉等各階段,需運用最適當的方法將風險加以消
除、減少發生的頻率及降低風險所造成後續的影響。風險管理包含風險辨識、風險分
析、風險處理及風險監控,風險管理係屬一項持續性作業,是否落實風險管控作業則
是整體水電、環控工程成敗之關鍵。
本文就臺北捷運工程蘆洲線市區段水電、環控標工程風險管理作簡單的說明,
介紹臺北捷運系統水電、環控標設備在安裝、測試或試運轉等各階段之風險辨識及因
應對策,並提出改善前、後之風險矩陣對照以供參考。

Risk Management of Taipei MRT E&M Systems

Abstract
The Taipei MRT project involves the construction of the main civil works, E&M
services, the heat, ventilation & air-conditioning (HVAC) systems, and other electrical
and mechanical (E&M) systems. Integrating E&M services, HVAC systems with the other
interface standards, and the complexity of system tests for subsequent routes are critical
issues encountered during current MRT construction. E&M services, HVAC systems mainly
provide passengers with a safe and comfortable station environment. During the installation,
testing, and operation trials, appropriate approaches are required to eliminate risk, reduce
the frequency of risk occurrence, and the resulting impacts. Risk management involves
identifying, analyzing, and taking steps to reduce or eliminate exposure to loss. Risk
management is not only a continuous operation but also a key to effective overall E&M
services, HVAC systems.
In this article, the author introduces risk management of the E&M services, HVAC
systems of the Xinzhuang line Taipei City section during various stages of equipment
installation, testing, and operation trials. In addition, a contrast between before-and-after
improvements is shown on a risk matrix for reference.
