                                                       Abstract

                 After many experiences in implementing plans for Value Engineering, it has been found that
            the set-up of a highly effective Value Engineering team is the key point in achieving success in
            Value Engineering. This text interprets the experiences of Sinotech Engineering Consultants, Ltd. in
            the setting-up of a highly effective VE team. First  of all, 6 major abilities including leadership,
            communication, organization, motivation, policy-making and synthesis are required in a team leader,
            in addition to the required professional qualifications and experience in the leadership of a VE team.
            A sifting method or selective evaluation has been recommended for the process of selecting team
            members. In addition to satisfy the basic terms of qualification, it is best if team members possess a
            number of personality characteristics including aggressive innovation, communication skills, team
            collaboration skills and high confidence, etc. Furthermore, the time needed for team composition
            can be largely reduced and the effectiveness of  the VE team can be raised accordingly if team
            members are part of a long-term, mutually cooperative team. Ultimately, the text will introduce a
            highly effective VE team set-up process, potential obstacles that could be encountered and finally,
            the results reached in citation of the example of Taipei MRT Songshan Line DG168 Design Project.
            The related experiences are expected to be used for follow-up Value Engineering planning
            reference.
