                                                 Richard C.L. Chen

                                                       Abstract

Knowledge management (KM) is the process of capturing, developing, sharing and effectively
using organizational knowledge. It refers to a multi-disciplined approach to achieving
organizational objectives by making the best use of knowledge.

The Taipei mass rapid transit (MRT) system is the nation’s first-ever major urban passenger
transport project. The Taipei City Department of Rapid Transit Systems (DORTS) has aimed for
high-quality project execution since its establishment in 1987. During implementation, management

strategies and practices have fit the pattern of KM in terms of administrative management, even
though they were not implemented in the name of KM.
This paper aims to explore the technology transfer mechanism used by DORTS from the
viewpoint of KM. In addition, using categorizing and grading approaches, the author deduces
practices for pursuing deeper and broader management in the future.
