臺北捷運總顧問與捷運工程發展－回顧與期盼

摘要

二十五年前，臺北市政府捷運工程局聘請美國捷運顧問公司 (ATC) 為臺北捷運總顧問，

以推動捷運建設。本文介紹當時捷運局的捷運技術移轉與人才培育政策、此政策下總顧問各
期合約中的功能、組織與執掌，以及總顧問對臺灣捷運發展與人才培育的貢獻。臺灣未來尚
有許多都會區亟需發展具經濟效益的大眾運輸系統，在法規制度上仍然有待進一步突破，捷
運菁英任重而道遠。

General Consultants and Development of the Taipei MRT Project

Abstract

About a quarter-century ago, American Transit Consultants, Inc. (ATC) was retained by the
Department of Rapid Transit Systems (DORTS), Taipei City government as General Consultants
(GC) for implementing the Taipei MRT project. This paper reviews the role and organization of
the GC, and identifies special accomplishments by the GC. The GC was successful in transferring

rapid transit technology to both DORTS and GC's local staff members, who subsequently became
the primary professional force in transit development in Taiwan. This paper also points out issues of
developing cost-effective public transportation systems in Taiwan.
