臺北捷運計畫時程管制概論

摘要
臺北捷運建設係國內首建,由規劃至興建皆由本局主辦,且建設之工程內容又包括土建
及機電兩大工程領域所涉及之軟、硬體,工程界面益形複雜,建設期程又長達十年以上,建
設經費動輒數十億甚至上百億,如此大型之建設如何有效管制其計畫時程?其可能遭遇之問
題為何?
本文僅就捷運工程計畫時程管制之區分作簡單的說明,並介紹府、院管計畫管制之重
點、影響計畫時程之主要因素及針對目前臺北捷運實際建設期程之統計分析資料作簡單之介
紹,以供參考。

Introduction of Taipei MRT Project Schedule Control

Abstract
Taipei MRT is the first of its type to be built in Taiwan, the planning, design, and construction
of which are implemented by Taipei City Department of Rapid Transit Systems (DORTS).
Construction of Taipei MRT is commonly divided into two major parts: civil works and electrical
& mechanical systems that involve extremely complex interface challenges between software and
hardware. Typically, construction periods are more than 10 years and construction cost reaches
billions or even tens of billions of New Taiwan dollars. How does DORTS control the master
schedule for such large-scale projects? What are the difficulties encountered during implementation?
In this paper, the author gives a brief introduction of a variety of schedule controls used in the
MRT project, key points of schedule control by local and central governments, main factors that
affect project schedules, and statistical analyses of the current MRT project schedule.
