                                捷運噪音及減噪相關管制與技術深耕

                                                          摘要

                 捷運系統具備快速、便捷、舒適等優點,為近代低碳載具的代表作之一,惟其存在的噪
            音若未適切妥處,一旦演變成噪音公害,將成為沿線居民揮之不去的夢魘。臺北市政府捷運
            工程局形塑三階段路網圖中,目前第二階段執行路線如環狀線(第一階段)、萬大-中和-

            樹林線(第一期工程),以及第三階段規劃中路線,無可避免需採取50m以下小轉彎半徑和
            5%以上大坡度,這些路線若採用了鋼軌鋼輪系統,未來營運將會面臨嚴厲考驗。為此,本
            局在99年針對日本、德國及義大利之車輪製造商與國外捷運系統,採用減振車輪設計之情形
            與降低噪音之成效,派員出國考察了解,俾便現行契約的執行及未來路線相關契約的修訂。

            本文將從貫穿捷運噪音與環保法規,探討各項主動與被動減噪措施,在兼顧環保與經濟的原
            則下,試圖提出較佳減噪方案。

                                                       Abstract

                 Featuring rapidity, convenience, and comfort the MRT system is a typical modern form of
            low-carbon transportation. However, if the noise generated by passing trains is not managed well,

            it can easily become environmental pollution, and could be a recurring nightmare for residents
            living along the routes. On the Taipei MRT network, routes currently under construction such as
            the Circular line Phase I, Wanda-Zhonghe-Shulin line Phase I, and other planned routes, trains will
            inevitably need to take sharp curves with a radius of less than 50 m and negotiate steep grades with
            an incline of more than 5%.
                 Should the steel rail/wheel mode be adopted for the abovementioned routes, serious criticism

            and complaints against train noise would certainly arise upon the commencement of commercial
            service. In 2010 DORTS sent a study group to visit wheel manufacturers and MRT systems in
            Japan, Germany, and Italy with the hope of collecting valuable reference material for the contracts
            currently being implemented and amending related contracts for future routes. This article aims

            to propose appropriate noise reduction solutions based on the applicable noise regulations and
            explore various active and passive noise reduction measures when consideration is given to both
            environmental protection and economic concerns.
