                            由全生命週期談臺北捷運工程之風險管理

                                                         摘 要


                     臺北捷運路網因位於人口稠密及道路狹窄且樓房密集之都會區,其在建設和營

                運階段都存在很大的技術風險。由風險所引致的各種災害及事故皆會造成的龐大的經
                濟損失及社會不良影響,而國內外重大公共工程所發生之意外事故也不勝枚舉,有鑑
                於此,國內外於近十多年來對工程之風險管理之研究不遺餘力,而本局76年成立時就
                已將此風險管理納入重要的推動業務,然一般對風險管理的觀念仍僅限於施工階段的

                管控,本文嘗試將對龐大複雜的捷運系統之風險管理作通盤的介紹與整理,希望後續
                能藉由資料的回饋及同仁的共識下,不斷提高捷運工程的風險管理的能力及減少意外
                事故的發生。

                                                        Abstract

                    As Taipei MRT routes are mainly constructed in metropolitan areas with high-density
                population, narrow streets, and crowds of buildings, large technical risks exist during the
                construction and operation periods. And, any disaster or accident arising from these risks
                will bring about a great amount of economic loss and negative social impact. Unfortunately,

                this type of accident has occurred too often in domestic and overseas public construction for
                all examples to be listed here.
                    As a result, most countries around the world have spared no effort in researching
                construction risk management in the past decade or so and, ever since its establishment

                in 1987, DORTS has also been engaged in this field. Nevertheless, risk management is
                generally limited to the scope of construction. This article aims to give a comprehensive
                introduction of the complex risk management of the Taipei MRT project, with an
                expectation that it will help with upgrading the capability of dealing with risk management

                in the subsequent MRT network and reducing accidents to a minimum.
