                           新蘆線電聯車介紹及國內組裝之產製流程

                                                        摘 要

                 隨著近年大眾運輸工具節節攀升及節能減碳的需求,都會區捷運及高鐵興建,「軌道」
            相關工業本土化更需加快腳步。有鑑於此,軌道產業工業合作計畫的目標,即在提升軌道車
            輛零組件的自製能力,進而達到國車國造的理念。尤其工業合作計畫的推動,需透過政府對
            外採購的機會,始得以要求外商執行投資、採購、技術轉移等義務性活動。經由工業合作計
            畫,協調國外的技術來源廠商為國內爭取更多機會、協助技術升級,使國內廠商能較以往購
            案有更深入的參與。而新蘆線為國內首次具有捷運不銹鋼電聯車體「整車製造」的經驗,將
            可以使國內廠商掌握不銹鋼車身,自下料、放樣、焊接到製裝等一貫生產及系統整合測試的
            技術能力,此時品質及製造流程之控管顯為重要。本文將闡述藉由國外廠商之管理方式進而

            提升國內組裝之品質。

                    Domestic Assembly Process of the Xinzhuang-Luzhou Line’s EMUs

                                                       Abstract

                  Recently, in line with the enhancement of public transportation and the demand of energy
             efficiency and carbon reduction, localization of the related rail industry of the MRT and high speed
             rail needs to be speeded up. In view of these facts, the intention of the Industrial Cooperation
             Program for rail industry aims to improve rolling stock technology in Taiwan so as to realize the
             concept of manufacturing cars for domestic use by local enterprises. Through the implementation
             of the Industrial Cooperation Program, an obligation is imposed on a foreign contractor under a
             government procurement project to execute certain industrial or commercial activities such as local

             investment, local procurement, technology transfer, etc. Thereby, local manufacturers are able to
             gain more technical resources, technology upgrades, and are better equipped to participate in future
             government tenders.
                  Contract CK371 for the electric multiple units (EMUs) of the Xinzhuang-Luzhou line is the
             first-ever in the nation to have the experience of complete units built of stainless steel, allowing
             the domestic EMU interior manufacturers to possess the technical capability of controlling the
             processes of lay out, welding, assembly, from manufacture to system coordination tests. Quality
             and manufacture control during the process is crucial. This article explains the enhancement of
             domestic assembly quality based on foreign management methods.
