Abstract
In line with international trends, a recognized goal is to put into practice Article 35 of the new
“Procurement Law,” which describes an alternative way to carry out contracts. The stipulated
framework allows the government to expand purchasing benefits, broaden the application of
increasingly limited government budgets and resources, and increase the ease of effectively
executing contracts.
In order to spread information regarding its experiences in implementing the new Procurement
Law, derive greater benefit from construction, and promote national competitiveness by raising the
level of domestic construction companies, SDPO has in recent years floated the concept of value
engineering. It has attended many seminars sponsored by various related associations on the
subject.
Value engineering is an appropriate option at a time when the government urgently needs to
make its agencies internationally competitive while faced with considerable financial difficulties.
It’s worth making the effort to use the technique, not only at the planning and design stage, but also
during tender preparation and carrying out of the contract.
Setting up an executive system for alternative plans is necessary to promote VE.
This paper specifically examines the first example of a feasible alternative scheme -- “the
common plumbing engineering of the MRT’s Xinyi Line, MRT” – to be applied since the
government promulgated the revision of Article 35 of the Procurement Law. This makes a clear case
for value engineering being part of the contract mix and also proves that permitting alternative
schemes will be very helpful to the government in more profitably executing construction contracts.
