                      節能減碳-綠色價值工程於捷運全生命週期之應用

                                                          摘要

                 近年來鑒於全球節能減碳議題持續受到高度重視,並配合行政院公共工程委員會大力推
            動以人本、優質及永續的工程目標,臺北捷運某標案,於細設替代方案執行階段,將節能減
            碳技術與價值工程結合,以達到節能減碳永續公共工程目標,並藉由碳足跡的概念及價工技
            術,尋找及確認可降低施工成本及節能減碳的方案,最終降低該案之工程經費及排碳量。本
            文係說明此綠色價值工程執行概念、組織成員,以及透過綠色價值工程研析,並考量全生命
            週期(包含施工及營運階段)相關節能減碳措施設計,最後提出並被業主接受 5 項設計替代案
            及 6 項設計建議案,共節省工程經費 13.06 億元,及減少碳排放量於施工期間計 31,482 噸,
            及營運期間每年約 450.6 噸,相關經驗及成果期能供後續案例參考。

                                                       Abstract

                 As global climate change has become an increasingly critical issue in recent years, stronger
            emphasis has been placed on energy conservation and carbon reduction. Responses to these trends
            are  apparent  in  Taiwan.  The  Public  Construction  Commission  has  promoted  human-centric,
            high-quality and sustainable public infrastructure. An MRT contract integrated energy conservation
            and carbon reduction technology with value engineering during the detailed design stage. It also
            used  carbon  footprint  concepts  to  lower  construction  costs,  conserve  energy  and  reduce  carbon
            emissions.
                 This  paper  aims  to  describe  implementation  concepts  and  organizational  structure  of  green
            value engineering. It introduces five design alternatives and six design proposals formulated using
            green value engineering and adopted for the detailed design. Each of these ideas considers energy
            conservation  measures  over  the  full  project  life  cycle,  including  the  construction  and  operation
            stages. This approach contributed to reducing construction costs by NT$1,306 billion and lowering
            carbon emissions by 31,482 tons during construction and 450.6 tons annually during operations.
            These experiences and achievements can become a reference for future projects.
