摘 要
臺北都會區大眾捷運系統是政府推動的重要工程,對我國經濟發展有重大意義
和影響。因此捷運工程完成之後不僅是一項非常有價值的資產,對國家、社會、民眾
而言效益更是顯著。
鑑於捷運工程的複雜性及不確定的潛在因素,為降低該等因素可能造成之風
險,除引用核能品保規範作為本局之管理制度外,更將風險管理列為重要之推動項
目,透過對風險的認識,採取適當的對策,以降低工程風險,達到最大安全保障。本
文即對臺北捷運工程興建之風險及風險管理推動歷程作一詳細之介紹。

Abstract
The Taipei MRT, a major government project, has a significant meaning and impact on
the nation’s economic development. Therefore, after completion, the MRT will not only be a
very valuable asset, but will also be a great benefit for the country, society, and the public.
In order to reduce the risks associated with the underlying complexity and uncertainty
that exists in MRT projects, the nuclear power quality assurance management standard
has been applied to DORTS’ quality assurance management system. In addition, risk
management has been included as a key part of implementation policy. Through the
understanding of various risks during project implementation, countermeasures will be
adopted to reduce project risks and ensure safety. This article aims to give details about a
variety of risks encountered during MRT construction and the implementation process of
risk management.
