                 為健全臺北都會區公路長途客運、捷運系統與鐵路轉運功能,並加速台北車站特定專用
            區都市更新計畫,由中央政府與市府聯合開發,提供位於台北車站北方,承德路、市民大道、
            公園路(捷運淡水線)、華陰街所圍街廓範圍土地,以設定地上權 50 年方式,邀請民間機構
            參加開發、興建、營運公共建設(即交九 BOT 案)。此一結合「大眾捷運系統土地開發辦法」
            與「促進民間參與公共建設法」之創新做法,能鼓勵民間機構注入資金、技術、創意及效率,
            參與捷運系統建設與市政公共建設,在民間機構與政府通力合作下,一起開發、創造都會中

            心願景與分享榮耀。

                                                       Abstract

                 To enhance passenger transfers between long-haul highway bus routes, Taipei’s MRT and
            Taiwan Railway, as well as to expedite the urban modification plan for the Taipei Main Station
            Zone, a land lot covering the block between Chengde Road, Civil Boulevard, Gongyuan Road and
            Huayin Street to the North of Taipei Main Station was jointly developed by the central government
            and Taipei City government and offered for further development. For the foresaid project, the
            private sector will be invited to participate in the development, construction and operation of the
            government’s urban renewal project (i.e. T-9 BOT Project) by means of 50-year superficies
            registration. The purpose of such an innovative approach, combining the land development method
            pioneered by the MRT and the Act for Promoting Private Participation in Infrastructure Projects, is
            to encourage private investors to participate in the construction of the MRT system and city
            infrastructure by contributing their funds, skills, creativity and efficiency. With such collective
            efforts, it is hoped that the private sector and the government will jointly develop and create a vision
            for the city and share the glory.
