                                  松山線共同管道工程規劃設計理念

                                                          摘要

                 在都市化發展中,人口的質量與公共設施成正相關;而在都市中為顧及景觀需求,大多
            數的公共管線設施埋設於道路下方,而該公共管線之主管機關眾多、協調不易、管線埋設及

            維修時間不一、及各管線單位未能及時配合編列預算並缺乏統一管理單位,甚至甫經竣工之
            路面即再遭其他管線單位挖掘、破壞。另由於管線單位之維修、擴充及配合用戶之需求以及
            公共工程之需要,更加重了道路挖補不斷。此現象除了縮短道路使用壽命、影響交通、妨礙
            市容觀瞻外,更影響了各類管線之功能及品質;甚至以都市防災角度來看,這些對維生管線
            的負面衝擊,亦急需予以有效的改善。目前各級政府已逐漸凝聚共識,並以推動共同管道以
            符合都市防災。因此,管線共同管道化,透過完整的規劃設計施工及制度化的管理,進行管

            路的維護、監控、巡檢及修繕,已成為都市發展必然的趨勢。
                 臺北捷運松山線所經路線為南京東路,該路段為臺北市共同管道系統公告範圍,本文即
            為介紹松山線共同管道工程規劃設計理念。

                                                       Abstract

                 During the development of urbanization, the quality of the population is positively related

            to public facilities. In urban areas, most of the public pipelines are buried at the bottom of the
            road in order to take into account the demands of the landscape. There are many public pipeline
            administrations, with different maintenance times, and the pipeline units' time schedules have failed
            to keep in synch the budgets. There has also been a lack of a unified management unit, and even
            recently completed road might be excavated and destroyed again for another pipeline purpose.
            Furthermore, the maintenance of pipelines, expansion, the needs of users and the operation of public

            constructions have made the situation of constantly digging roads more serious. In addition to
            shortening the lifespan of roads, affecting traffic, and hindering the appearance of the city, this also
            affects the function and quality of various types of pipelines. Even from the perspective of urban
            disaster prevention point, these issues have negative impacts on the maintenance of the pipeline,
            and effective improvement is urgently needed. At present, governments at all levels have gradually

            reached a consensus to promote a common duct to meet the demands of urban disaster prevention.
