臺北捷運建設規劃作業之精進

摘要
臺北都會區捷運建設經多年推動,陸續完工通車,對民眾不僅提供方便、快捷的交通運
輸工具,沿線地區也成為資產增值保證。故地方紛紛主動要求捷運服務,但因捷運建設投資
龐大,中央政府財政困難,不可能滿足所有需求,故於捷運建設審查的過程中要求納入評估
分析的內容更加多元,使捷運建設不僅僅是交通工程計畫,更應與都市發展計畫相結合,以
創造更多開發效益。因應後續捷運路線規劃過程中此一方式的調整,本局的作為如何,本文
將目前辦理大致方式予以說明。

Enhancing Taipei MRT Network Planning

Abstract
After more than 25 years since construction began, the Taipei MRT has become a convenient
rapid public transit system serving the Greater Taipei area. Over the last 17 years of operation, the
price of land along MRT routes has risen significantly. As a result, more and more local governments
have proposed building new MRT routes within their jurisdictions. Massive investment in the MRT,
however, and central government financial difficulties make satisfying each proposal impossible. To
maximize development benefits, and transform MRT construction from being solely transportation
based to an integrated part of urban planning, more diversified analyses and evaluations need to be
incorporated into MRT route reviews. This article illustrates DORTS' role in this process during
planning of the subsequent network.
