Abstract
The Taipei MRT “Three Rings & Three Lines” was not only the major transportation

political platform proposed by New Taipei City, Mayor Eric Li-luan Chu in last year's
mayoral election, but also a vital transportation blueprint of New Taipei City. Basically,
the project is based on Taipei MRT Stage I in-service routes, Stage II under-construction
routes, and Stage III planned routes. The routes cover the Banqiao-Nangang line and

Wenhu line that began commercial service in 2006 and 2009 respectively; the Circular line
Phase I, Xinzhuang line, Taiwan Taoyuan International Airport line, Tucheng extension to
Dingpu that are currently under construction; the Circular line Phase II , Sanying line, the
Danshui MRT extension, Minsheng-Xizhi line, and Ankeng line that have been planned.

The proposed routes will create great effectiveness in transportation and the economy when
completed. Taipei City Mayor Hau Lung-bin said that the “Three Rings & Three Lines”
will make everywhere within the Greater Taipei reachable within a one-hour MRT ride
and will be a major policy implemented by Twin Taipei City governments. Hau added that

Twin Taipei City governments need to continue their close cooperation to integrate related
resources via an operations management platform where deputy mayors of both sides will
serve as conveners, so that the project will be carried out effectively. Under the common goal
to create the twin golden cities, the new urban development project is getting ready to be

launched and a prosperous Taipei metropolitan area can be expected in the future.

Undoubtedly, the implementation of the “Three Rings & Three Lines” will be key to the
rapid development of northern Taiwan. At the critical moment, a team consisting of DORTS

and Jan Shu-ling conducted an interview with New Taipei City’s Transportation Department
