Abstract
The Taipei Rapid Transit System Project was implemented by different units in its
planning, design, and construction stages. Although varied in responsibility, their operations are
closely related. Therefore, a comprehensive construction management system has been set up
gradually by Taipei City Department of Rapid Transit Systems (DORTS) from the construction
of initial network through the subsequent network. The compilation of a Construction
Management Manual is the basis of construction management for DORTS and its district
project offices. In addition, each project office also has to compile additional standard operation
procedure handbooks and instruction manuals based on individual projects. DORTS has spared
no effort on construction quality and safety since its beginning stage and has been pursuing
the principles of the highest standards of quality and safety. In particular, due to personnel
downsizing, manpower at work on the subsequent network was reduced to less than half that of
the initial network stage and DORTS’ construction crews have faced increasing difficulties and
challenges. Thus, how to make the public works management system operate smoothly so as
to ensure quality and safety of Taipei MRT project is a very important issue. How to apply the
existing construction management system and continue to enhance public works management
so as to develop the greatest effectiveness has become the top priority for consideration.
Therefore, it is hoped that via the study of application and enhancement of construction
management for the Xinzhuang line Taipei City section, related engineers responsible for Taipei
MRT project do their best to explore problems during implementation and offer more effective
ways to enhance construction management at all times, as well as to improve construction
management efficiency through mutual brainstorming.
