捷運 321 型電聯車 0915 脫軌事件之探討

摘要
台北捷運三二一型西門孖公司製造之電聯車 155 及 156 號車，於九十二年九月十五日發
生脫軌事故後，本局於當日即由范前局長親自督導主持會議，並邀請國內外專家參與研討，
積極進行事故原因之調查分析及改善措施，以確保西門孖公司對故障事項之永久改善及有效
處理。
本文謹就事故原因之調查分析及改善措施作概要的說明，並提出一些未來設計與製造之
建議以供參考。

Abstract
After the derailment of 0915 No.155 & 156 Electrical Multiple Units（EMU）type321
th
manufactured by Siemens occurred on September 15 2003, DORTS immediately arranged a
meeting chaired by the former Commission Director, Mr. Fan, where it was decided to proceed with
an investigation into the cause of the event and to provide analysis for subsequent improvement
measures. In addition, it was decided that DORTS will invite experts from overseas and Taiwan to
be involved in the investigation and discussion to ensure the continued improvement and effective
handling of the event by Siemens.
This article provides a brief explanation of the causes of the event and the subsequent
improvement measures and makes suggestions regarding design and manufacture for future
reference.
