                 改變心態、激勵創新-VE 可點石成金

                                                        摘  要


                 知識經濟浪潮的來臨宛如排山倒海,創新思考的刊物炙手可熱,沒有創新思維的能力似
            乎已註定被淹沒。看見別人點子不斷,許多人內心產生惶恐,缺乏靈感的自信,因而產生即
            將被淘汰的恐懼。事實上,每一個人皆有創意思考的能力,只不過習慣於接受別人的意見或
            畏懼自己意見被他人饑笑、拒絕,而不敢,也不願提出自己想法,久而久之,逐漸喪失此項
            能力。本文僅就一些簡單之思考技巧與方法,並將臺北捷運局於 1987 年引進價值工程,繼之
            學習、應用、發揚至及推廣,為近 6,000  億的捷運工程預算,節省了 200 餘億之心得,提出
            只要改變原有心態,並且確實執行於推動價值工程時之心得,定可於往後在生活與工作中開
            創新藍海。

                                                       Abstract

                 For many people the arrival of the knowledge economy tide has toppled mountains and turned
            back the seas. New publications constantly emphasize innovation making people that have no
            innovative ability think that they are already destined to be wiped out. Seeing others constantly
            having new ideas has produced terror in a lot of people. Lacking the confidence needed for
            inspiration, they fear they will be eliminated soon. In fact, everyone has creative ability. However,
            some people become accustomed to accepting the suggestions of others or fear their own
            suggestions will be laughed at or refused and become unwilling to propose their own ideas. As time
            passes they gradually lose their creative ability. This text describes some simple thinking skills and
            methods. Also, with the example of DORTS, Taipei City Government introducing Value
            Engineering in 1987, its application has assisted in making savings of NT$20 billion from its nearly
            NT$600 billion budget. After a simple change in attitude, real gains made from the application of
            Value Engineering, can open a new Blue Ocean in future life and work.
