臺北捷運軌道標計畫管理-以新蘆線為例

摘 要
臺北捷運系統建設工程之發包招標模式概可分為:中和線之土建標加機電系統標(含軌
道標);土城線及內湖線則類似中和線之模式(除含軌道標外另含電聯車標);另,信義線及松
山線則為土建區段標(含軌道標)與機電系統標(含電聯車標)等兩大區塊;新莊蘆洲線則將全
線主要分為土建區段標、機電系統標(含軌道標)與電聯車標等三大區塊;隨著業主發包模式
與合約規模的不同,廠商組成型態之不同,其管理方法亦有所差異。
臺北捷運系統新莊蘆洲線機電系統工程(簡稱OBLEX)係由中鼎工程公司(CTCI)與法商阿
爾斯通公司(Alstom Transport)共同承攬,主要工程項目包括新莊線、蘆洲支線及南港線東延
段之號誌系統、供電系統、通訊系統、數位無線電系統、自動收費系統、機廠設備及軌道工
程;本文就將軌道工程併入機電系統工程發包模式之計畫管理作簡單的說明,以供參考。

Abstract
There have been several tender modes in Taipei MRT: Zhonghe line project, a super contract
comprising civil engineering, electrical and mechanical (E&M), and track; Tucheng line and Neihu
line project, similar to Zhonghe line project with electrical multiple units (EMUs) included; Xinyi
line and Songshan line project, divided into two major parts of E&M (EMUs included) and civil
engineering (track included); Xinzhuang-Luzhou line project, divided into three major parts: civil
engineering, E&M, and EMUs. Consequently, there are different methodologies in the project
management in terms of different contract types.
The Xinzhuang line, Luzhou line, and Nangang eastern extension projects (abbreviated
OBLEX) are a joint venture contract composed of Taiwan-based CTCI and France-based
Alstom Transport, its major work comprises signaling, power supply, communication, tetra
radio, automatic fare collection, depot equipment, and trackwork; This paper presents the project
management of the case that track work is covered into E&M core system.
