Development, Vision and Strategy of

Domestic Value Engineering Management

Abstract

In recent years, Taipei MRT has come to stand for safe, comfortable, convenient public
transport. While for the past 20 years, during the intense construction, progress, quality and cost
have always been the topics that DORTS’ staff concern.
Value Engineering, applied by the world’s advanced countries for decades, has been proved to
be an effective management technology and shown an unequaled potential in quality and cost
management. For the Taipei MRT, Value Engineering not only ensures construction quality it has
also assisted in the saving of enormous amounts in construction expenditures. Moreover, due to its
successful introduction and application at Taipei MRT, Value Engineering has been promoted
widely and rapidly in different levels of government agencies, consultancies and the private sectors.
The effects of the implementation can be positively anticipated.

This paper aims to introduce the origin, essentials and development history of Value
Engineering, as well as its adoption, application and performance at Taipei MRT. In addition,
through a variety of implementation stages such as introduction, transfer, development and
promotion, the description of the related progress of execution, future development, visions and
strategies of Value Engineering are also included in this paper.

Due to the gradual shortening of finance from the central and local governments, Value
Engineering and Management have become an attractive saving solution. DORTS is a participant in
the affairs of the Value Management Institution of Taiwan and has assisted in its promotion locally.
Furthermore, the promulgation of government procurement regulations and execution alternatives
has provided a legal basis for the implementation of the Value Engineering applied in the MRT
construction stage. The study and incorporation of Value Engineering into the tendering and
contract implementation stages are also important issues for the future development of Value
Engineering.
