Abstract
In the future, some cities in Taiwan are planning to build Light Rail Transit
systems. Up to now, the signaling system is an exclusive technology by
international companies, which is often restricted the future expansion and
the replacement. It also increases the cost of operation and maintenance for
rapid transit systems. In this study, the questionnaires finished by 48 experts
from government departments, operating companies, engineering companies,
and academic units. The results reveal that the insufficiency of localization of
the rail industry. It also pointed out that experts suggest that the government
should actively be a leader in research and give the necessary assistance in
transferring technology. Finally, this study concluded four suggestions for
the government to implement the localization regarding the rail industry: the
necessary assistance for technology transfer from international companies,
supporting research institutions by financial assistance, founding professional
faculty in college and supporting the industrial transformation.
