摘 要

本文乃以臺北市政府捷運工程局編撰的「2010臺北國際花卉博覽會應變中心」的
「搶修工作成果報告書」為素材，全文旨就花博應變中心之緣起、整備、執行要領、
重大事蹟、成果績效與興革建議作一回顧與展望。首先對花博應變中心的定位與組
織、99年10月8日前後的整備，以及99年10月9日起之執行型態與成果三子題概述，繼
之撰述值得檢討之九項重大事蹟、大事紀要類型，最後提出成效檢討，包括作業模式
創新概念、同心協力標竿故事、三項優點與其精進，以及七項自我性策進作為及八項
整體性興革建議。

Abstract

The content of this article is based on the Salvage Task Result Report prepared by
DORTS for the 2010 Taipei International Flora Exposition's Response Center. The authors
aim to give a review and the outlook of the 2010 Taipei International Flora Exposition's
Response Center, including the origin, preparation work, keys for implementation, major

events, achievements, and suggestions. In this article, a general description of the position
and organization of the Response Center, preparation work before October 8, 2010, and
implementation and achievements during the period from October 9, 2010 are covered

under three subtitles followed by a summary of nine major events and an efficiency review
including creative concepts of work patterns, stories about exemplary performances, three
advantages and their related enhancements, seven self-improvements, and eight overall
suggestions.
