                電子化流程表單應用於臺北捷運工程之

                                                  實例探討

                                                        摘  要

                 本局品質政策為「提供臺北都會區民眾安全、便捷、舒適、美觀且符合國際水準的捷運
            系統」,行政作業上亦需建構符合國際水準的後勤支援,為促進辦公室全面自動化,本局於九
            十三年引進電子表單製作軟體,配合圖書、教育訓練、工程、會計及資訊等業務,開發「電
            腦作業申請單」、「教育訓練受訓人員異動申請單」、「教育訓練請假申請單」、「應用系統修改
            申請單」、「應用系統修改完成通知單」、「圖資室資料建購單」及「館際合作費用申請單」等
            三十二張電子表單,並於九十三年十二月正式啟用,使用至今已有一萬餘人次上網送單,每
            月並以近八百人次送單數量增加。
                 文件數位化對傳統之紙本作業是一個革新,但同時也是很大的衝擊,本局在發展電子表
            單過程中,抱著如履薄冰之心情,逐步規劃執行,在發展過程中,遇到許多困難,亦累積不
            少經驗,茲就引進電子表單製作軟體之評估、本局電子表單系統之軟硬體架構、開發電子表
            單之規劃作業、本局電子化表單發展現況、本局電子表單之特點、電子表單系統功能與應用、
            使用電子表單之效益及系統導入成功之關鍵等方面作一探討與分享,以期未來能精益求精,
            以電子表單創造更高之行政效率。

                         Application of Workflow and e-Form in

                                  Taipei Rapid Transit Systems

                                                       Abstract

                 The quality policy of the Department of Rapid Transit Systems (DORTS) is “completing a safe,
            convenient, comfortable and esthetically-pleasing world-class mass rapid transit system for the
            residents of the Taipei Metropolitan Area”. According to the policy, we hope our administrative
            efficiency can also reach a world-class level. To achieve office business automation, we have
            developed 32 electronic forms in the fields of library, educational training, lngineering and
            computer business with Webflow (a kind of e-form development tool). According to the statistics,
            over 10,000 e-forms have been sent by DORTS’ staff from December 2003 until the present,
            increasing to 800 times per month.
                 Document digitalizing is a revolution in traditional paperwork. In the process of development,
            we have encountered some problems and also accumulated a lot of experience. We now wish to
            share our experience in the following areas: evaluation of introducing the e-form software,
            development of software/hardware framework of DORTS’ e-form, planning and development of the
            e-form, e-form development status in DORTS, characteristics of DORTS’ e-form, function and
            application of the e-form, benefits of applying the e-form and keys to the success of the system.
            Improving administrative efficiency with the application of e-form and workflow will be our most
            crucial work in the future.
