                                                        摘  要
                 臺北捷運系統導入價值工程的觀念已行之多年,並規定細設顧問於設計開始之初,須針
            對招標文件進行檢討並提出替代方案建議。本文之目的係在說明如何以價值工程方法針對捷
            運工程進行體檢,研析替代方案以達成維持機能與降低成本之目的。本次研析標的為臺北捷
            運系統松山線 DG166 設計標,工程範圍包括三座地下車站、三段雙向潛盾隧道與 670 公尺的
            共同管道,路線長度為 2.9 公里,規模約 100 億,研析成果包括 6 項設計替代建議案及 1 項
            設計建議,經捷運局核定其中 4 項設計替代建議案,約節省經費 1.08 億元。價值工程研析所
            需費用極小,但所獲得的效益卻很大,建議應積極鼓勵並全面地推行,使政府於有限的經費
            下,推動更多的建設以造福社會大眾。

                                                       Abstract

                 The concept of Value Engineering has been incorporated into the project system of Taipei MRT
            for years. It is mandated that the detailed design consultants have to propose design alternatives at
            the commencement of design tasks after reviewing the bid documents. The objective of this paper is
            to clarify the application of Value Engineering in construction review, and the approach for
            developing alternatives such that the project can be conducted more efficiently in terms of cost
            without sacrificing the performance of predefined functions. The case being studied and presented
            herein is the Taipei MRT Songshan Line contract no. DG166. The scope of this project included
            three underground stations, three pairs of twin tunnels excavated by shield-tunneling machine and a
            670m long common duct. The total length of the alignment is about 2.9km and the budget planned
            is approximately NT$10 billion. Six design alternatives and one design suggestion were generated
            using the tool of Value Engineering. Four of the  design alternatives have been approved by the
            Taipei Department of Rapid Transit System, which resulted in a saving of approximately NT$108
            million. The cost of Value Engineering is essentially small compared to that of the whole MRT
            project. Nevertheless, the benefit it creates is significant. The conclusion of this paper indicated that
            the use of Value Engineering as a tool should be encouraged and extended so that more
            infrastructure projects that could not be conducted due to budget constraints will become possible.
