ABSTRACT
In the process of the construction of the MRT system, land acquisition is an
inevitable issues. The acquisition of land for MRT projects is much more complex
and difficult than that for general public works, involving not only the acquisition
of land ownership but also land development, above-ground rights and annotations,
etc. The Department Of Rapid Transit Systems, Taipei City Government (DORTS)
has implemented a cumulative land compensation exceeding 135 billion NTD and
obtained land ownership and land rights with a total area of more than 320
hectares. These land use acquisitions are located in highly developed metropolitan
areas, resulting in significant conflicts with vested economic interests. Throughout
the process, various levels of public representatives and news media have shown
great concern, as they all related to the schedule, funding and benefits of the MRT
plan. In recent years, the government emphasized the balance between public
interests and the rights of landowners. Smoothly acquiring land and realizing the
planned benefits as scheduled have become crucial issues in promoting rail
planning, especially considering that promoting forward-looking infrastructure rail
construction is a vital national development policy, making practical experience
even more valuable.
