The Past, Present and Future of Luzhou

Abstract
Resting between the Danshui River and Guanyinshan, Luzhou is a piece of fertile land
suitable for farming and habitation. However, due to it being a low-lying area, the early residents
of Luzhou suffered serious flooding. With the completion of construction of Erchong Floodway in
1981 and subsequent urban planning, Luzhou began developing rapidly, turning the former “City
of Water” into a prosperous city.
The Luzhou line is to be completed at the end of 2010. Looking back to Luzhou City’s
geographic and environmental features as well as special cultural background in its early days, the
author interviewed Yang Lian-Fu, nicknamed the “Master of Taiwan History,” to learn that through
their long-term struggle with the natural environment, Luzhou residents gradually developed a
lifestyle of coexistence with water, forming a unique character of the area. In addition, the author
also interviewed Luzhou Mayor Lee Weng Yue-e, who has served two terms in office. She talked
about how she led her team to promote a number of municipal projects such as fighting for greater
funding, drainage system overhaul, shore protection strengthening, and sewage interception.
After the Luzhou line begins operation, the convenient public transportation will allow easy
travel between Luzhou City and its surrounding cities, helping to boost overall urban development
and present a totally new city look.
