                         Kaohsiung Mass Rapid Transit Systems


                   Technical Advice Service ʊ Past and Future

                                                             Abstract


                       Providing Kaohsiung Mass Rapid Transit Systems Corporation (KRTC), a private enterprise,
                   with technical-advice services is an essential business and is of key significance to the Taipei City
                   government’s Department of Rapid Transit Systems (DORTS), a government agency. To assemble
                   this type of cooperation is a high-difficult technology also an art. We think it is necessary to reflect
                   the past and predict future trends of the industry. In this essay, we will attempt to take a look back

                   and summarize the successful signing of the service contract as:     part of a broad and long-term
                   vision supported by the Taipei City government,     a common aspiration of both the Kaohsiung
                   Mass Rapid Transit Systems Corporation and the Kaohsiung City government’s Department of

                   Mass Rapid Transit Systems,     part of extensive internal discussions and preparation at DORTS,
                      an appropriately timed agreement.
                       Before signing the contract, we were well prepared regarding regulations, manpower and fare
                   structure. The service content is a special area of expertise, which we are familiar with. It is also
                   one of our core capabilities from the point of view of outside agencies. We developed a set of

                   simple-but-effective standard operation procedures to implement this service. Up to now, in
                   addition to earning from KRTC approximately NT$112 million by being hired as consultants, we
                   have also provided both the Kaohsiung and Taipei Mass Rapid Transit Systems (Taipei MRT)

                   projects with about 3,800 pieces of technical advice.
                       Looking to the future, the government has allocated about NT$200 billion to rail projects in its
                   five-year NT$500 billion national infrastructure plan. Besides this, there is also a lot of rail-system
                   construction work in mainland China and Southeast Asian countries. After acting as technical
                   advisers for the Kaohsiung MRT project, we have taken on six more technical-advice projects, and

                   two more are under discussion. We are planning to increase our team’s specialized capabilities by
                   working as technical advisers. Through high quality services, we can develop a broader and higher
                   level of marketability, and will have more space to display our abilities on the rapid transit system

                   platform.
