Cross-Departmental Integration and Enhancement Practices Prior to
Opening of the Taipei MRT Xinyi Line

Abstract

On his first day in office, Mayor Hau Lung-bin named annual opening of a new MRT route as
one of his administrative visions. The following years witnessed inauguration of the Wenhu line, the
Nangang Eastern Extension, and the Xinlu line. Then, in November 2013, the Xinyi line opened,
and the Songshan line is scheduled to open in 2014. With each route completed one after another,
Taipei MRT has turned into a comprehensive transportation network. Opening of the Xinyi line is
one of the major administrative achievements of the Taipei City government in 2013 and was listed
as one of the Ten New Construction Projects.
This article examines practice associated with cross-departmental integration meetings that
took place prior to opening of the Xinyi line. Findings can serve as a reference for all related
agencies.
